A sourcer works the top of the hiring funnel, finding
and first-touching candidates who aren’t applying to anything. A recruiter works everything below
it, from the screening call through rate negotiation to the start date. Both are paid on a modest
base plus a per-placement commission, both run on US business hours, and both are benchmarked
against a public number: the US Bureau of Labor Statistics puts the median wage for human resources
specialists working in employment services at
$60,550.

This article takes the pay first, the desk mechanics second, and the entry route last.

The demand behind these roles is a function of how large and how fragmented the US staffing
industry is. Staffing Industry Analysts’ September 2026 forecast update puts the US market at
$183.1 billion for 2026,
a rise of 2.4%, with $187.0 billion projected for 2027. The American Staffing Association counts
roughly 27,000 staffing and recruiting companies
operating close to 54,000 offices, and nearly 2.2 million temporary and contract employees working
in an average week during 2024. That is a lot of small and mid-sized firms competing for the same
requisitions with thin margins and no in-house bench.

Here’s the part that explains why the work travels. Of the five industries BLS lists for human
resources specialists, employment services pays the least. Government sits at $84,100, professional
and technical services at $82,800, manufacturing at $79,270, health care at $64,130, and employment
services at $60,550 against an occupational median of $75,940 as of May 2025. The agency recruiter
seat was already the cheapest seat in the US market before anyone offshored anything.

Table of Contents

What remote recruiter and sourcer jobs for US staffing firms pay

How US staffing firms split recruiter and sourcer work

W2, C2C and 1099

The ATS and the VMS

The numbers a desk is measured on

How to get remote recruiter and sourcer jobs for US staffing firms

Frequently asked questions

Disclaimer

What remote recruiter and sourcer jobs for US staffing firms pay

Remote recruiter and sourcer jobs for US staffing firms pay through three separate components, and
quoting only the first one gives a misleading picture. There’s a fixed monthly base, a commission
paid per placement, and a night-shift allowance that exists because the shift is the hard part of
the job. Offers that look far apart on base can land in the same place once the other two are
counted. And offers that look generous on base sometimes carry the weakest commission table in the
market.

Take the base first, because it’s the only component with independent survey data behind it.
Indeed India’s salary page for
US IT recruiter roles reports an average
of Rs 19,119 a month across 110 salaries, updated 22 May 2026, with the reported band running from
about Rs 10,137 to Rs 36,059. Hyderabad tops the city list at Rs 33,724 a month, ahead of Mumbai at
Rs 26,213, Delhi at Rs 25,260, Noida at Rs 24,935 and Mohali at Rs 24,573. Senior-level reports
average Rs 29,761 against Rs 20,451 for junior ones, which is a narrower spread than most
office-based career ladders in India produce.

That narrowness is the tell. On a commission-carrying desk, base isn’t where the money separates.

The commission layer is documented mainly by staffing firms themselves rather than by independent
surveys, so treat it as an industry estimate. SRI Tech Solutions, a US IT staffing agency, published
a March 2026 breakdown
putting commission at Rs 5,000 to Rs 25,000 per successful placement and night-shift allowance at
Rs 3,000 to Rs 8,000 a month. Its experience bands run from a fresher total of Rs 20,000 to
Rs 45,000 a month, through Rs 60,000 to Rs 1,20,000 at one to three years, to Rs 1,05,000 to
Rs 1,90,000 at three to five years. City base ranges in the same breakdown put Bangalore highest at
Rs 40,000 to Rs 70,000 for mid-level roles, with Chennai lowest at Rs 32,000 to Rs 55,000.

Read those two datasets together and the shape of the job appears. A recruiter billing two
placements in a month can out-earn their own base; a recruiter billing none earns the base and the
shift allowance and nothing else. Based on what the two datasets actually show, it’s the volatility
rather than the headline number that should decide whether an offer is worth taking, and volatility
is the thing job descriptions describe least honestly.

So where does the rest of the client’s money go?

The short answer is that it stays in the US, inside the bill rate. A US staffing firm placing a
contractor charges the client an
hourly bill rate, pays the contractor a pay rate, and keeps the spread. The recruiter’s commission
comes out of that spread, and on IT contract desks the spread is usually quoted internally in
dollars per hour rather than as a percentage. A desk running twelve active contractors at a $14 an
hour spread is generating roughly $27,000 a month in gross margin before anyone’s salary is paid.

Two revenue models sit underneath that, and which one a desk runs decides how commission is
calculated. Contract staffing bills the client an hourly markup over the contractor’s pay rate,
with published US fee guides putting typical markups at 30% to 75% and most desks between 35% and
50%. Permanent placement bills a one-time contingency fee against the hire’s first-year base
salary, quoted across the US market at 15% to 25%, with 20% cited as the benchmark and executive
searches running higher.

The difference matters to the person on the desk more than it looks. A contract placement pays the
recruiter a smaller amount that recurs for as long as the contractor stays billable, while a
permanent placement pays a larger one-time share and then stops. Contract desks therefore reward
redeployment and relationship maintenance; permanent desks reward closing volume.

Job descriptions rarely say which model a role sits on. A smarter approach is to ask in the
interview, because the answer tells you how a good year is actually built on that desk.

The US-side comparison is worth keeping in view, because it sets the ceiling on what an offshore
seat can argue for. BLS records the bottom 10% of US human resources specialists earning under
$47,180 and the top 10% above $128,720, with employment services sitting at $60,550 in the middle
of that distribution. An India-based recruiter earning Rs 1,20,000 a month is at roughly $17,000 a
year at current rates, which is well under a third of the US agency median. That gap is the entire
commercial reason the seat exists, and pretending otherwise doesn’t help anyone negotiate.

The practical reality is that the trade-off runs in both directions. Base-heavy offers, common at
captive offshore centres and larger recruitment-process outsourcing providers, are stable and cap
low. Commission-heavy offers, common at small US-headquartered agencies hiring directly into India,
pay multiples of base in a strong quarter and nothing extra in a weak one.

Which one suits depends on whether a zero-commission month is survivable, and that’s a
household-budget question rather than a career question. Anyone weighing this against other
higher-paying remote roles open to experienced professionals
should compare total realistic annual earnings against headline base, because the two rank
differently. And the ranking flips more often than candidates expect.

Worth flagging: the shift allowance is not a bonus. It’s compensation for a health cost, and it
prices at Rs 3,000 to Rs 8,000 a month for the same reason
remote US payroll roles run from India
carry a similar premium. The employer is buying your evenings.

How US staffing firms split recruiter and sourcer work

US staffing firms split recruiter and sourcer work by position in the funnel, not by seniority. The
sourcer identifies, maps and first-touches candidates who haven’t applied and may not be looking.
The recruiter takes qualified candidates from that point onward: screening call, rate discussion,
formatting and submitting the profile, co-ordinating client interviews, negotiating the offer, and
keeping the candidate warm until the start date.

On small desks one person does both, which is why job titles in this market are unreliable and job
descriptions matter more. This is where most applicants misread an advert, applying for a sourcing
title that turns out to be a full recruiting seat.

The arithmetic that justifies a dedicated sourcer is unforgiving. Median applicants per hire reached
291 in 2026 against roughly 100 in 2021 according to Ashby’s hiring data, and the applicant-to-hire
conversion rate sits near 0.5%. Inbound volume tripled while recruiting teams shrank.

Screening 291 applications to make one hire is a worse use of a recruiter’s hours than working forty
mapped passive candidates. And that arithmetic, rather than any hiring philosophy, is the whole
business case for a separate sourcer seat.

Where the requisition arrives from changes the job as much as the role title does. Some come
directly from a client’s hiring manager. Many arrive through a managed service provider, an
outsourced team that runs the client’s entire contingent workforce programme and distributes
requisitions through a vendor management system such as SAP Fieldglass, Beeline or Coupa.

Think of it this way: a VMS requisition goes out to several approved supplier agencies at once,
each of which may submit only a limited number of candidates. Submission speed therefore decides
win rate on those desks more reliably than candidate quality does. But a desk working direct client
relationships plays the opposite game, where a slower and better-qualified submission wins because
nobody else is submitting against it.

Here’s what that actually looks like on a live requisition. Sourcing is a search problem before it
is a persuasion problem, and a usable string for a Java
contract requisition in the Dallas market looks like this:
(“Java Developer” OR “Java Engineer” OR “Backend Java”) AND (“Spring Boot” OR Spring) AND
(Microservices OR Kafka) AND (Dallas OR Plano OR Irving OR “Fort Worth”) NOT (recruiter OR “talent
acquisition” OR staffing). The title block catches naming variation across employers, the stack
block enforces the must-haves, the geography block covers the metro rather than the city, and the
exclusion block strips out other recruiters, who otherwise flood any technical search.

The same search run through a general search engine instead of a recruiting platform is called an
X-ray, and it costs nothing:
site:linkedin.com/in (“Java Developer” OR “Java Engineer”) “Spring Boot” (Kafka OR microservices)
(Dallas OR Plano OR Irving) -intitle:”jobs” -recruiter. It returns fewer profiles than a paid seat
does and it can’t message anyone, but it’s how most India-based sourcers build a first portfolio
before an employer hands them a licence.

W2, C2C and 1099

Three tax terms decide how a US contractor is engaged, and a recruiter uses all three in ordinary
conversation. W2 means the staffing company employs the worker directly and withholds federal and
state taxes from the paycheque, the same way any US employer does. 1099 means the worker is an
independent contractor who receives the full amount and pays their own income and self-employment
tax. C2C, short for corp-to-corp, means the staffing company contracts with a business entity the
worker owns, usually an LLC or an S-corporation, rather than with the person.

Why does this belong in a recruiter’s core vocabulary rather than an accountant’s? Because the tax
term changes the number the candidate can be offered. A $70 an hour C2C rate and a $70 an hour W2
rate are entirely different propositions, since the C2C worker carries their own employment taxes,
benefits and insurance out of that rate. A recruiter who quotes across terms without converting has
misled the candidate, and the correction usually arrives after the candidate has already declined
something better.

There’s a compliance edge to it as well. Classifying a worker under the wrong term exposes the
staffing company to back taxes, penalties and legal liability, which is why most agencies restrict
which terms a requisition may be filled on and why the recruiter isn’t the person who decides.

But the recruiter is the person who records it. Getting the status field wrong at submission is how
a candidate reaches final interview and then can’t be onboarded.

The ATS and the VMS

Applicant tracking systems are near-universal at staffing agencies with any real placement volume,
and the specific one shapes the daily workflow more than most job descriptions admit. Bullhorn is the default at large firms and carries a
marketplace of more than 300 pre-integrated partner tools. Ceipal, JobDiva and Avionté are heavily
used across US IT and light-industrial staffing, with Crelate, Tracker, TempWorks and PCRecruiter
holding smaller shares. Naming the one on a job description in an interview answer is a cheap and
effective signal that the applicant knows the industry.

Alongside the ATS sits the sourcing licence, and its limits are published rather than guessed at.
LinkedIn’s own documentation gives a Recruiter seat
150 InMail credits a month, a Recruiter
Lite seat 30, with 350 and 50 Open Profile messages a month respectively, a daily ceiling of 1,000
InMails per seat, and a 200-message cap in the first week on a newly created seat. A sourcer with
150 credits and a requisition needing forty conversations can’t send a template to everyone and hope.

LinkedIn’s guidance has long put messages under 400 characters at roughly 22% higher response than
longer ones, which makes the first touch a compression exercise. A workable version reads:
“Hi [first name], I’m staffing a Java and Spring Boot contract role for a healthcare payer in
Plano. Twelve months, hybrid two days on site, W2 or C2C. Your Kafka work lines up with the top
three must-haves on the requisition. Open to hearing the rate range? Happy to send the job
description either way.”

That runs to about 300 characters. In practice, though, what makes it work isn’t the length: it’s
that the message names the client type, the location, the duration, the tax terms and the specific
reason this person was contacted, all before the reader decides whether to scroll on.

The numbers a desk is measured on

Staffing desks are measured on ratios, and the standard ones are stable enough to plan against.
Submission-to-interview across staffing agencies averages about 3:1, interview-to-offer benchmarks
at 3:1 for 2026, and roughly 20 interviews are conducted per hire, splitting to 11.7 for business
roles and 17.6 for technical ones. The 2026 cost-per-hire benchmark sits at $4,700. Median
time-to-fill for US nonexecutive roles has stretched to 44 days, the slowest in five years, while
strong permanent desks still close mid-level roles in 28 to 35 days.

Now, here’s where it gets interesting. Outreach response rates are where new sourcers lose
confidence fastest, and the published benchmarks sit far lower than most people assume. Industry
median cold-email response runs at 3.43% on Instantly.ai’s 2026 benchmark data, with the top
quartile at 5.5% and the top decile at 10.7%.

So is a 3.43% reply rate a failure? Not at these volumes: at 291 applicants per hire on the inbound
side, a sourced channel converting three in a hundred passive professionals into conversations is
doing considerably better work per contact.

Persistence changes those numbers more than wording does. Gem’s analysis of four million recruiting
emails found four-step sequences drew twice the replies and 68% higher interested rates than a
single message, with the first email capturing 58% of all replies and follow-ups picking up the
remaining 42%. This is where most new sourcers go wrong: one message goes out, silence reads as rejection, and
the profile gets dropped.

Bottom line: the two roles are measured on different things, and that distinction should drive which
one someone applies for. A sourcer’s number is qualified candidates delivered into the funnel; a
recruiter’s number is placements out of it. Sourcing is easier to enter without experience and
harder to earn large commission from, which makes it a good first year and a poor fifth one.

Recruiters filling technical requisitions also need enough surface knowledge of the field to hold a
screening call, whether that field is
remote cybersecurity roles Indian professionals apply for
or enterprise Java. That knowledge gets built one requisition at a time, not in advance. The nearest
comparable career on the same US clock is the
remote SDR jobs on US sales teams
route, which uses the same outbound muscles against a different target list.

.sa-ig-desk, .sa-ig-desk *, .sa-ig-desk *::before, .sa-ig-desk *::after { margin: 0; and sourcer jobs for US staffing firms

Getting remote recruiter and sourcer jobs for US staffing firms starts with the shift, because that
is the filter almost every employer applies first. BLS records a bachelor’s degree in human
resources, business or a related field as the typical US entry requirement for the occupation, and
that describes the American side of the desk. India-based agency desks hire differently: they screen
for spoken English, shift tolerance and persistence, then train the recruiting method, which is why
a fresher band exists in the pay data at all.

The shift itself is arithmetic worth doing before applying. US Eastern business hours of 9:00 am to
6:00 pm sit at 6:30 pm to 3:30 am IST during Eastern Daylight Time, which runs from mid-March to
early November. Under Eastern Standard Time the same window moves to 7:30 pm to 4:30 am IST. Pacific
Time desks sit three hours further back again, which puts a full Pacific shift at 9:30 pm to
6:30 am IST in summer.

That twice-yearly clock change catches people out. Anyone joining a US desk in April and finding the
schedule tolerable should know it gets an hour later in November, permanently, until March. And
Indian daylight arrangements don’t move to absorb it, because India runs a single time zone with no
seasonal adjustment.

So what does this mean for a first application? Choosing a vertical matters more than choosing an
employer at the start. The American Staffing Association’s occupational breakdown puts industrial
work at 36% of staffing employees, office-clerical and administrative at 24%,
professional-managerial at 21%, engineering, IT and scientific at 11%, and health care at 8%.

Engineering and IT is the smallest professional slice, but it’s the one most reachable from India,
because those candidates are searchable online, the requisitions are national rather than local,
and those desks have run offshore support for two decades. Light industrial and healthcare staffing
depend far more on local candidate pools and in-person compliance steps, so the sensible first move
is to enter where the work is already remote-native rather than to argue a case for it.

The volume behind those percentages is the reason entry-level seats keep opening. US staffing
companies hired 12.7 million temporary and contract employees during 2023 on ASA’s count, and BLS
projects employment of human resources specialists to grow 6% between 2025 and 2035 from a base of
939,700 jobs, with about 73,700 openings a year across the decade. Those openings are US-side
roles rather than offshore ones, but every one of them sits on top of a requisition pipeline that
somebody has to source into.

So what does the interview actually test? Three things, and only one of them is knowledge. The first
is whether the applicant can hold a fluent, unscripted conversation with a US professional at 11 pm
local time, which is usually assessed by simply having that conversation. The second is search
reasoning: given a requisition, what would you search for, and what would you exclude.

The third is vocabulary, meaning whether W2, C2C, bill rate, submission and requisition are words
the applicant uses correctly without hesitating. That last one is the cheapest to prepare and the
most commonly failed.

Quick context on credentials before the practical part. They exist, and their prices are published.
AIRS, an ADP company, charges $795 for its Professional Recruiter Certification and $795 for the
Certified Internet Recruiter credential. LinkedIn’s Recruiter Certification costs $200 for a
90-minute exam and certifies knowledge of the product rather than sourcing skill as such.

SourceCon Academy, run by ERE Training, costs $995 a year or $495 a quarter for 22 hours of video
across more than 50 sourcing topics, and issues a certificate of completion rather than a formal
certification.

Is any of that worth $795 before a first placement? Frankly, this gets overlooked in most career
advice: none of these is a hiring gate on an India-based desk, and no agency turns away a candidate
for lacking them. What they buy is vocabulary and search technique, which is the same thing a
month of disciplined self-directed practice buys for free.

The better approach, in our view, is to sit them after a first year on a desk, when the employer
will often reimburse the fee. A certificate earned before any live requisition has been worked
teaches the vocabulary without the judgement that makes it usable.

What replaces a certificate in an application is evidence of the actual work. Pick a live US job
posting on a public board, build a Boolean string against it, map twenty matching profiles, and
write the submission summary for the best three.

That artefact answers the only question an interviewer really has, which is whether the applicant
can find people.

The submission summary is the format most worth practising, because it’s the deliverable a US
account manager reads dozens of times a day. It runs roughly like this: “Senior Java Developer,
nine years, currently on contract with a Dallas payer. Stack: Spring Boot six years, Kafka four,
AWS three. All three must-haves met. Tax term: C2C through own S-corp at $76 an hour, will move to
W2 at $68. Work authorisation: green card, no sponsorship required. Availability: two weeks’
notice, can interview Tuesday or Thursday after 4 pm ET.”

Every line there answers a question the client would otherwise send back, and the rate conversion
across tax terms is already done. But the format is only half of it: a summary this specific is
only possible if the screening call actually asked all six questions.

Applications themselves go to three places, in descending order of yield. US-headquartered staffing
agencies with existing India delivery centres hire in volume and advertise on Indian job boards.
Small US agencies without an India entity hire individual contractors directly, usually through
referrals and LinkedIn rather than through postings. Captive offshore recruiting centres run by
large enterprises hire on stricter credentials and pay more base with less commission.

Freshers tend to meet the same entry dynamics here as in
Salesforce admin roles open to Indian freshers,
where demonstrable practice work outperforms a formal qualification at the screening stage. And
the second channel, direct hiring by small US agencies, is the one Indian applicants under-use
most, because it never appears as a job posting anywhere.

Frequently asked questions

Do you need prior recruitment experience or an HR degree to start?

The typical US entry route runs through a bachelor’s degree in human resources, business or a
related field, which is what BLS records for the occupation. India-based agency desks work
differently and hire freshers into a training band, screening for English fluency, shift tolerance
and persistence instead. The fresher pay band in the section above exists precisely because those
desks recruit from outside the profession.

Are these roles genuinely remote from India, or is office attendance expected?

Both models operate, and the difference tracks employer type rather than job title. Small
US-headquartered agencies hiring individuals in India generally run fully remote night shifts,
while captive offshore centres more often require hybrid attendance. Security and supervision are
the usual reasons given for that. The night-shift allowance in the pay data is the useful signal
here, since it prices the hours rather than the location.

Do you need to understand US work authorisation statuses to do the job?

Work authorisation determines which tax terms a requisition can be filled on, so the vocabulary is
unavoidable on the desk. A US citizen or green card holder can generally be engaged on W2, 1099 or
C2C, while a candidate on an employer-sponsored visa has narrower options that the agency’s
compliance team defines. Recruiters aren’t expected to give immigration advice, only to record the
status accurately and route the requisition correctly.

Are AI sourcing tools shrinking the number of these jobs?

The evidence points to displacement of tasks rather than seats so far. Adoption across staffing
firms is real but shallow, and the transactional parts of sourcing are the parts being automated
first. Bullhorn’s 2026 GRID report, drawn from nearly 2,300 recruitment professionals, finds
only 10% of firms have AI
embedded across the workflow, while 54% automate candidate search and 30% use agentic tools.
Gartner separately projects task-specific AI agents inside 40% of enterprise applications by the
end of 2026, up from under 5% a year earlier. The same GRID data shows firms growing revenue by
more than 25% adopting embedded AI at 78% against 51% among firms whose revenue fell more than 10%,
which suggests the tools are currently sorting winners rather than removing headcount.

Disclaimer

This article is for informational and educational purposes only and does not constitute
professional, financial, legal, immigration or career advice.
